Power plant performance indicator can be calculations as link http://idpowerstation.blogspot.com/2010/08/performance-calculation.html, but they still so generally or we can say only tell about equipments performance only.
If we need information about operating and maintenance performance where the equipments as objects, some people say KPI (Key Performance Indicator).
The Key Performance Indicator defined in the agreement as follow
1. Equivalent Availability Factor XEAF 91% or more.
2. Equivalent Forced Outage Rate XEFOR 1.9% or less.
3. Unit Heat Rate 2,375 kcal/kWh or less.
4. Fuel Oil Consumption 1,299 t/Year or less.
5. Coal Vessel Unloading 25,000 t/day or less.
6. Total Number of Unit Automatic Grid Separation 4 or less.
7. Number of Lost Time Incidents 0.
8. Environmental and License related number of non conformance 0.

If we have power plant which has boiler design to produce steam flow to rotating Turbine - Generator which capacity 660MW and coal calorie assumed 24,697 kJ/kg and as calculated coal consumption is 251 T/h as a link http://anto-hendarto.blogspot.com/2009/05/unit-master.html
Unit Heat Rate = [(24,697 kJ/kg) * (0.238 kcal/kJ) * (251 T/H) * (1000 kg/T)] / (660 MW) * (1000 kW/MW)
Unit Heat Rate = 2,235 kcal / kWH that is excellent caused the number less than 2,375 kcal/kWh
But if need 275 T/h of coal to produce 660MW, the calculated of heat rate is...
Unit Heat Rate = [(24,697 kJ/kg) * (0.238 kcal/kJ) * (275 T/H) * (1000 kg/T)] / (660 MW) * (1000 kW/MW)
Unit Heat Rate = 2,449 kcal / kWH that is worst caused the number more than 2,375 kcal/kWh
4. Fuel Oil consumption less than 1,299 T/Year.
Unit cold start up normally need 85 ton of fuel and every year got unit outage and at least need once cold start up.
This KPI is for two units so that fuel oil consumption from cold start up is 2 x 80t = 160 t.
Every Unit have 6 mills and assumption every month have schedule to change over.
One mill start needs 1 t of fuel oil.
2 (Unit) x 2 (Mills) x 12 (month) x 1 ton = 48 t.
So excellent operation if we only use 208 ton of fuel oil.
5. Coal Vessel Unloading 25,000 t/day
Coal motor vessel capacity around 66,000 ton usually needs 3 days for unloading.
6. Number Unit Trip
As long this way we have Unit trip caused by MFT Drum level low (fail change over close cooling heat exchanger make BFP trip), MFT Furnace pressure high (ID Fan discharge damper close), MFT black furnace (start Scanner cooling blower), VT fuse blown (fail to house load operation).
It may also be thought of as power-specific fuel consumption, for this reason.crude oil investments
