Probable cause from flame impinging on burner throat and it could be solve by adjust opening of outer spin vanes.
The tuning of Dual Register Burner (DRB) DRB-XCL burner for minimum coal fired emissions require several steps. First, the effectiveness of combustion process is highly dependent upon the fuel preparation system. Primary Air curve, Coal fineness have to be checked and adjust where necessary.
Secondly the DRB-XCL burner have to be adjusted for good combustion with minimum emissions. The inner and outer vane setting are to be finalized for all burner during early operation firing pulverized coal. These setting are best determined with unit at full load.

The inner vanes effect recirculation patterns at the root of coal flame and are typically set between 20 and 40 degree open. Opening the inner vanes tends to reduce flame stability, while closing them tends to increase flame stability.
The inner vanes can not be closed to less than 20 degree opening to prevent possible flow blockage from ash accumulation in the inner zone.
The outer vanes are typically set near 60 degree open. Opening the outer vanes past 70 degree reduces flame stability. Closing the vanes past 50 degree tends to disrupt the flame.
